Not much hope of that. The German cultural DNA is based on "ordnung" (order); they just can't function without it (and I agree, being a quarter German). Not to be expected among the mullah/IRGC fanatics.
I suspect that the joint probability of (1) finding an Iranian government communicant who is willing to negotiate, and (2) the communication infrastructure holding together, will dwindle toward zero and then fail. Then we will have a silent regime corpus. How long do we bomb a dead horse? Do we insert any intelligence forces to determine the state of affairs? Do we establish a base of contact and open discussions with the population leadership to establish an interim government? Do we arm them so they can hunt down and exterminate remaining elements of the IRGC? (I'm just spinning out a vision of how this could go.)
Everybody says we need "boots on the ground" to attain victory. That wasn't true with Japan. Hiroshima and Nagasaki sealed the victory and surrender. The rest was peaceful occupation.
