The vast majority of social workers don't give a fuck. They get paid, and the people fostering get paid. Very few of either give a shit about these kids.
They pay terribly low for foster care unless the child is special needs. Having raised my own natural children to adulthood I looked into foster care. The amount is so low and the emotional and personal time (if you are a good parent) is so high with a child from a troubled home, that most worthwhile parents refuse it.
I just looked up the current rates in my area. Here's the rate for an infant age 0 - 12 mo.:
$19.68 per day for the childcare
$ 4.20 per day 'personal allowance'
$ 1.06 per day 'clothing allowance'
$ 2.08 per day (if requested) diaper allowance
TOTAL = $ 27.02 per day!
You'd have to buy Diapers, Formula and clothing out of that! You'd have to have a crib, a carseat, a stroller, a baby chair for the kitchen, toys, and the whole set up in place before arrival. Who in their right mind can afford to do this, except out of the goodness of their hearts?
From the cases and outcomes of kids passing through my daughter’s house, it seems trafficking could be involved - place until they find a “better situation.” We actually helped take one to court in FL, cut and dry failure on Kid Central, but the outcome was as expected. Child went back to significantly mentally I’ll dad, who for 3 years had nothing to do with her, until moved out of state to OH shortly after reunification. Horrifying. Absolutely horrifying.

Yeah, terribly low, but not too low for people on welfare.

Interesting. Where I'm at they get about $100 a day.
