I know years ago, Maryland had a woman run for governor. She got beat by a man, Paris Glendenning (I believe), she thought he cheated . She never went further than the thinking because it was going to cost a lot of money to prove it. If she could even prove it. And we see what happened to President Trump, when we know he was cheated out of 2020. Cost may be a bug factor.
