The Sanhedrin (you'll remember them from the Bible - convicted Jesus and all that). Anyway, they minted the "Temple Coin" (you'll remember that from the Bible too - moneychangers and Jesus flipping tables).

Well, it is a Temple coin. The Jewish temple in Jerusalem was significantly impacted by Cyrus the Great, the Balfour Declaration, and the recognition of Jerusalem as Israel's capital.
So all three leaders make sense for a Temple Coin.
