This speech is at the White House. Washington DC is home of the US Corporation and probably the only location that still uses the gold fringe.

It's a complex legal situation where "you" are present as your "corporate name" and not as a human with a "given name."
That is why, in court, you appear "in named person" or as a legal entity that is distinct from your ensouled self-hood.
Your birth certificate frames your mother as an "itinerant woman who is unwed" and you, therefore, become a ward of the state. And you operate as your ALL CAPS name, as a legal corporation.
