After looking up the local weather there, yeah it's definitely weather related. If there's striking lightning within a 10 mi radius of the control tower airports will start preliminary OP Ban procedures, so no running ground equipment but aircraft can still land and take off. Within 5 mi everything is grounded, no fuel usage.
