"Routing reports of so-called “disinformation” from government officials to social-media platforms for censorship—or “switchboarding,” as CISA calls it."

In CISA's (Cybersecurity and Infrastructure Security Agency) filing (see excerpt below) in opposition to the order granted above (which is furtherance of a motion for a preliminary injunction), CISA's attorneys argued that since they stopped the practice of "swithcboarding" (forwarding other executive agencies requests to censor American citizens' social media accounts and postings for spreading "dis, mis, and malinformation" during the 2020 election cycle is this gem.

More importantly, information concerning switchboarding is not relevant in the first place to Plaintiffs’ motion for a preliminary injunction. Plaintiffs contend that CISA’s discontinued switchboarding activities are “central” to their motion for preliminary injunction. Pls.’ Br. at 2. Because CISA’s has not performed the switchboarding function since the 2020 election cycle, ECF no. 179-6, Scully Depo. Tr. 21:19-25; 63:15-18, Plaintiffs cannot possibly require a preliminary injunction against CISA over this now-defunct process. As the Fifth Circuit has held “[a] preliminary injunction is not appropriate . . . ‘unless the party seeking it can demonstrate that First Amendment interests are either threatened or in fact being impaired at the time relief is sought.’” Google, Inc. v. Hood, 822 F.3d 212, 227-28 (5th Cir. 2016) (citation omitted). Plaintiffs fail to explain why documents regarding now-defunct switchboarding efforts are relevant to their claim for injunctive relief, let alone “central,” since those efforts can no longer pose a current or future threat to Plaintiffs’ asserted First Amendment interests. Plaintiffs’ request for yet more discovery on this irrelevant topic is thus inherently burdensome

Best guess by process of elimination is that there may be movement in the effort to lift or limit the gag order on Dennis Montgomery and thereby allow Montgomery to testify on Lindell's behalf in the Dominion v Lindell case in regard to the capabilities of Hammer / Scorecard and the 32 terabytes of 2020 election hacking data that was subject of Mike Lindell's August 2021 Cyber Symposium.
The last filing by Lindell's attorneys in the effort to lift the Montgomery gag order was a proposed draft order submitted to Judge Denny / Nevada District Court limiting the scope of the original U.S Government protective (gag) order issued in the 2007 Montgomery v eTreppid Technologies case as only effective / enforceable in that case and imposing no restriction over Montgomery testifying in matters concerning the Dominion v Lindell case.
If Judge Denny signs that order, it would force the DoJ to issue a new protective order to block Montgomery from testifying about the 32 terabytes of 2020 election hacking data and Hammer/Scorecard capability.
Seeking a new protective / gag order on Montgomery would have the same effect in the court of public opinion as validating Lindell's claims of election flipping in the 2020 election.
Again, a best guess as to what the "big surprise" might be.

The slowly evolving "hint hint hint" that Ed Dowd has been circling for the past two years is that the same shenanigans being pulled with voter roles is exposing a similar grift insurance companies run.
What are the tax benefits to insurance companies that, on the books, pay claims on policies written to people who do not even exist? Could most of the money be "circling back" (laundered) to the "families" that "own" the insurance companies. Insurance companies donate to political campaigns (Rs and Ds) bigly. Group policies with insurees that are no different than no show union jobs. Companies either complicit in the fraud or forced to comply as a form of protection.

Governor Cuomo locks down nursing homes and then houses Covid-positive patients in the nursing homes. Then, passing laws effectively granting himself and nursing home owners and administrators immunity from criminal and civil liability that covers up more than just killing nursing home residents.

In 1969, Marje Lindheimer Everett, manager of Arlington Park and Washington Park race tracks, engaged by federal prosecutors as an unindicted co-conspirator, was accused of bribing then-Governor Kerner and his Finance Director, Ted Isaacs, to gain choice racing dates for her Arlington Park racetrack. The alleged bribes were in the form of stock options in 1961 that Kerner bought at a reduced price and then sold in 1968 at a profit. The events came to light because Everett had deducted the value of the stock on her federal income tax returns in the belief that the stock option was an ordinary business expense in Illinois. Everett denied at trial that she intended to bribe Kerner, and the government never identified her as a briber.
Even though Kerner reported the profits in his tax returns he was charged with bribery and retained Paul Connolly and Thomas Patton of Williams & Connolly to represent him. Following a 1973 trial in which his prosecutors were future Illinois Republican governor James R. Thompson and future White House Chief of Staff, Republican Samuel K. Skinner. Kerner was convicted on 17 counts of mail fraud, conspiracy, perjury, and related charges.[8] On appeal 13 counts were overturned. Four counts of mail fraud were upheld. He was sentenced to three years in federal prison in Chicago and fined $50,000.[11] Faced with almost certain impeachment, he resigned his position on the federal bench on July 22, 1974.
Kerner began his sentence at a minimum security Federal prison hospital in Lexington, Kentucky.[11] He was released early from prison when it was determined that he was suffering from terminal cancer.[12][1]

The Court should order Defendant Cybersecurity and Infrastructure Security Agency (“CISA”) to supplement its document production to include responsive documents from five current and former CISA officials—Chad Josiah, Rob Schaul, Alex Zaheer, John Stafford, and Pierce Lowary. It emerged during Brian Scully’s deposition last Thursday, January 12, that these five officials are or have directly engaged in routing reports of so-called “disinformation” from government officials to social-media platforms for censorship—or “switchboarding,” as CISA calls it. Plaintiffs’ discovery requests clearly and explicitly requested these very communications, yet CISA failed to search the ESI of these five officials or produce any responsive documents from them. On the contrary, CISA’s interrogatory responses implied that it had made a good-faith determination that these officials are not among those “having relevant information —when, in fact, the opposite is true. The Court should order CISA remedy this deficiency and supplement its production by providing responsive documents from these five CISA officials without delay.

On May 5, 2022, Plaintiffs filed their original Complaint in this matter. Doc. 1. The Complaint named, among other Defendants, the Cybersecurity and Infrastructure Agency (CISA) and its Director, Jen Easterly. Doc. 1, ¶¶ 25-26. The Complaint alleged in detail that CISA is violating the First Amendment by pressuring and coordinating with social-media platforms to censor Americans’ speech on election-related topics. Doc. 1, ¶¶ 210-221. As relevant here, the Complaint alleged that “CISA appears to be the focus of many of DHS’s attempts to police the content of speech and viewpoints on social media,” id. ¶ 214. The Complaint emphasized that CISA published a bulletin on April 12, 2022, “announcing that it was coordinating directly with social-media platforms to police ‘Mis, Dis, Malinformation,’ (which it calls ‘MDM’).” Id. ¶ 219. The Complaint quoted the bulletin’s statement that “[CISA’s] MDM team serves as a switchboard for routing disinformation concerns to appropriate social media platforms.” Id. ¶ 220 (emphasis added).
Plaintiffs’ motion for preliminary injunction, filed on June 15, 2022, emphasized the same point—that CISA admits that it serves as a “switchboard” to steer demands for censorship to social-media platforms: “CISA’s ‘Mis, Dis, Malinformation’ bulletin openly boasts that CISA works directly with social-media companies to flag content for censorship: ‘The MDM team serves as a switchboard for routing disinformation concerns to appropriate social media platforms....’” Doc. 15, at 29 (emphasis in Doc. 15). Thus, this allegation—that CISA “serves a switchboard” for “routing disinformation concerns to appropriate social media platforms,” id.—was and is a central allegation about CISA’s activities in the Complaint and motion for preliminary injunction.

Plaintiffs deposed Brian Scully last Thursday, January 12, 2023. See Ex. 6 (Transcript of Deposition of Brian Scully). In his deposition, it emerged that Scully is not the only “switchboarder” for CISA. In fact, he was only one of six CISA officials who “switchboard” disinformation reports to social-media platforms. The other five include the four CISA officials who Defendants’ interrogatory responses had stated were not included as custodians “having relevant information”—i.e., Chad Josiah, Robert Schaul, Alex Zaheer, and John Stafford. Ex. 4, at 18. Moreover, Scully attempted to avoid identifying the fifth—Pierce Lowary—by repeatedly refusing to answer questions about Lowary’s identity.
In his deposition testimony, Scully described CISA’s practice of “rout[ing] disinformation concerns to social-media platforms” as a “switchboarding function.” Scully Dep. 193:6; see also id. at 241:4-242:11. Scully testified that “the MDM team took shifts” in covering the “switchboarding” emails to social-media platforms. Scully Dep. 166:9. In addition to Scully, those taking “shifts” included Chad Josiah, Rob Schaul, Alex Zaheer, and “an intern, which I’m not going to name”—later identified as Pierce Lowary. Scully Dep. 166:16-20. John Stafford also took such “shifts” in routing disinformation concerns to social-media platforms. Scully Dep. 167:17-20.
The interns who were involved in “switchboarding” on behalf of CISA—Alex Zaheer (then an intern, later a full-time CISA official) and Pierce Lowary—were, at that time, simultaneously working for both CISA and the Stanford Internet Observatory, which led the Election Integrity Partnership in pressuring social-media platforms for censorship of election speech. Scully Dep. 169:6-171:18. There were at least 200 emails from CISA to social-media platforms “routing disinformation concerns to the social-media platforms in 2020,” only some of which were produced to Plaintiffs in discovery. Scully Dep. 189:21-190:7. Scully repeatedly refused to disclose the name of the other intern (besides Alex Zaheer) who engaged in “switchboarding” for CISA. Scully Dep. 172:15-21.

If we don’t have free speech then we just don’t have a free country. It’s as simple as that. If this most fundamental right is allowed to perish, than the rest of our rights and liberties will topple. Just like dominoes, one by one, they’ll go down.
That’s why today I’m announcing my plan to shatter the left wing censorship regime and to reclaim the right to free speech for all Americans. And reclaim is a very important word in this case because they’ve taken it away.
In recent weeks, bombshell reports have confirmed that as soon as the group of deep state bureaucrats, Silicon Valley tyrants, left-wing activists, and depraved corporate news media have been conspiring to manipulate and silence the American people. They have collaborated to suppress vital information on everything from elections to public health. The censorship cartel must be dismantled and destroyed and it must happen immediately and here is my plan.
First, within hours of my inauguration, I will sign an executive order banning any federal department or agency from colluding with any organization, business, or person to sensor, limit, categorize or impede the lawful speech of American citizens. I will then ban federal money from being used to label domestic speech as mis- or disinformation. And I will begin the process of identifying and firing every federal bureaucrat who has engaged in domestic censorship, directly or indirectly, whether they are the Department of Homeland Security, the Department of Health and Human Services, the FBI, the DOJ, no matter who they are.
Second, I will order the Department of Justice to investigate all parties involved in the new online censorship regime, which is absolutely destructive and terrible, and to aggressively prosecute any and all crimes identified. These include possible violations of federal civil rights law, campaign finance laws, federal election law, securities law, and antitrust laws, the Hatch Act, and a host of other potential criminal, civil, regulatory, and constitutional offenses. To assist in these efforts I am urging House Republicans to immediately send preservation letters, and we have to do this right now, to the Biden administration, the Biden campaign, and every Silicon Valley tech giant, ordering them not to destroy evidence of censorship.
Third, upon my inauguration as president I will ask Congress to send a bill to my desk revising section 230 to get big online platforms out of the censorship business. From now on digital platforms should only qualify for immunity protection under Section 230 if they meet high standards of neutrality, transparency, fairness, and nondiscrimination. We should require these platforms to increase their efforts to take down unlawful content such as child exploitation and promoting terrorism, while dramatically curtailing their power to arbitrarily restrict lawful speech.
Fourth, we need to break up the entire toxic censorship industry that has arisen under the false guise of tackling so-called mis- and disinformation. The federal government should immediately stop funding all nonprofits and academic programs that support this authoritarian project. If any U.S. university is discovered to have been engaged in censorship activities or election interferences in the past, such as flagging in social media content for removal or blacklisting, those universities should lose federal research dollars and federal student loan support for a period of five years and maybe more. We should also enact new laws laying out clear criminal penalties for federal bureaucrats who partner with private entities to do an end-run around the Constitution and deprive Americans of their first, fourth, and fifth amendment rights. In other words deprive them of their vote. And once you lose those elections, and once you lose your borders, like we have, you no longer have a country. Furthermore, to confront the problems of major platforms being infiltrated by legions of former deep staters and intelligence officials, there should be a seven-year cooling-off period before any employee of the FBI, CIA, NSA, DNI, DHS or DoD is allowed to take a job at a company possessing vast quantities of U.S. user data.
Fifth, the time has finally come for Congress to pass a digital Bill of Rights. This should include a right to digital due process. In other words, government officials should need a court order to take down online content. Not send information requests, such as the FBI was sending to Twitter. Furthermore, when users of big online platforms have their content or accounts removed, throttle, shadow ban or otherwise restricted, no matter what they use, they should have the right to be informed that its happening, the right to a specific explanation of the reason why, and the right to a timely appeal. In addition, all uses over the age of 18 should have the right to opt out of content moderation and curation entirely, and receive an unmanipulated stream of information, if they so choose.

(My comment below is dependent on the linked article having been read. If you do not have the time or inclination, best just punch out now to another post.)
Two issues with BB's Part 9:
The first is stylistic. From the excerpt below "people much prefer a good, solid story to an elusive and complex truth." Describing 'Part 9 - The Vanguard' as complex is pretty much an understatement. Contorted is a more apt descriptor.
Secondly, I have to say I've rarely read a sloppier attempt at reading the character of President Putin. Burning Bright is so far out of his lane in this regard he is in danger of being permanently stuck in the ditch on the side of the road. What is evident in this essay is a lack of knowledge of Russian political history from the mid 1980' to today. It is a defect that cannot be glossed over, no matter how profound they might sound, with rhetorical flourishes and Sir Lancelot and the Holy Grail vocabulary.

It is important to remember that Thatcher's political career appeared to be virtually over. That she was at a low point in the polls. That most forecasters considered that she and the Conservative Party could not win reelection.
Then she had her war in the Falklands. She rallied her country. She won. For her, war was not a liability - it was political salvation. She became a hero for her nation. She won reelection. She became the longest serving British prime minister in modern history.
Obviously, I am not the only one to take note of the event and the results. It changed all of our attitudes. Especially Mr. Reagan's. He had his adventure in Libya; that rather tentative affair in Lebanon - quickly and correctly aborted; he had his invasion of Grenada.
These military affairs did no harm in terms of domestic political standing.
This proves absolutely that an American president can go to war and survive politically. Its an option. But is it an option worth employing?
We have yet to duplicate anything approaching the Iron Lady's success with her "splendid little war." While Libya, Lebanon, Grenada, and Panama did no harm, they did precious little good.
Why not?
Because we have not fully embraced the fact that modern war is a media event. There is a recognition of a media element in war, especially in the post-Vietnam War American military. It is de rigeur to say that we lost in Vietnam because of the media. If we ignore the possibility that this belief is so universal exactly because it also serves the function of completely removing responsibility from the people who would most logically bear responsibility for the loss, then the implication is obvious, clear and logical: the new order of battle says we must win on television (and lesser media) as well as the battlefield. This is now an article of faith in the military.

The North Vietnamese colonel pondered this remark a moment. "That's may be so," he replied, "but it is also irrelevant."

The Vietnamese lost every battle. According to our military, the Americans and the ARVN even won the Tet Offensive. Yet this battle is without question the battle in which Communists won the war.
The military has understood only half the idea. Yet the whole of the concept stares us in the face: it is only necessary to win in the media. It is possible to lose on the battlefield, win on television - and win. War is not partially a media event. It has become completely a media event.
If the President is to go with the Thatcher option, to establish or reestablish popularity - to win reelection by going to war - he must recognize that it must be handled as a media event. Both he and Mr. Reagan have employed war. They were sensible in leaving the logistics and the fighting to the professional armed forces. Those armed forces did what they do with reasonable success. That is, they got there in good order, they executed with minimal embarrassment, they won the fighting, there were few casualties, and they kept the body bags off camera. Lebanon excepted, of course.
But they did not leave the media war to the professionals. (This is particularly surprising in Mr. Reagan, who should have intuited better. It is possible to fault his intellect and his work habits, but his intuition, never!)
What is war? To you? To me? To the American people?
War is John Wayne. Its Randolf Scott and Victory at Sea. Its Rambo, Star Wars, Apocalypse Now, its body bags on CBS. Its Combat, The Rat Patrol, Patton. The face of war is not reality. It is television and motion pictures. Even for people who been to war. What ever their memories, they have been replaced by what they have seen subsequently on TV. Even if they were "disillusioned" by Vietnam, those illusions came from the movies. As Mr. Reagan proved, people much prefer a good, solid story to an elusive and complex truth.
The war must be run by professionals.
If victory or defeat will be attained on television, then the professionals are not the generals. Or even the politicians. The war should be directed by a film or television director. This may sound, on the face of it, like a frivolous idea. Its not. Its dead serious.
The generals and the politicians - even the media-wise Mr. Reagan - have demonstrated that they can achieve victory on the battlefield without achieving victory where it counts: in the hearts and minds and votes of the American people. To repeat a method that we know is failure, that is a frivolous idea.
Who, then, is to run this war?
David Hartman, head of RepCO, the most powerful agency in Hollywood today. If anyone can figure out how to package a war and who should direct it, Hartman can. If anyone has a sense of a deal and making it happen, its him. Remember that it was Mr. Reagan's agent, Lew Wasserman, and MCA that supported and guided, even partially created, that president's career. Hartman and RepCo are the Wasserman and MCA of the nineties.
When all seems like it might be lost, and there are no other options, go to war. It is the classical response to insoluble domestic problems. It is the reverse of the hostage crisis that destroyed Carter so completely - another media event. Don't leave the impact to chance. Find someone who has the guts, the instinct, the style, the sheer artistry, to create a war that America can love - on television.
Then you will win.

I've been working on these videos since they were posted on Sunday, 30 October 2022. Nonstop, viewing, researching, researching more, etc., except to sleep some, eat some, and make a couple of comments as I kept up with a few posts here when I just had to take a break.

All I have been able to do so far is keep running notes in the comment section and mark the times of places I comment on as a reference point of where to go back and dig. Those, works in progress, are there, raw in those comments in the link above from Sunday, but will be fleshed in time. Will post when completed in new posts, but the notes give you a good idea what I am pulling out of Series 7. I still have 20 min of Part III to watch, then I will clean up my notes from this first pass... and then the real work begins applying the lessons learned.
This is just not another decode... this is a tutorial on letting go and letting you mind expand. I was impressed (as you will read in the comments to deloppoled's post linking to the series (and much more re Majic Eyes Qnly (MEQ) previous videos) by users who watched all three parts in one sitting, and even just Part I in its running time. I would stop do deep dives every few minutes and research what was presented as it paralleled my and other's research here on GAW.
As much as patel patriots' contribution with Devolution has been a game changer, this work by MEQ is a GAME CHANGER.
There is a very tough bottom line here. If you do not watch these videos for yourself, no one else is going to be able to give you a summery or answer your question. MEQ spent a year on this and it is evident. Guy should get a Phd in Qology. No one comes even close to what he has put together.
There are just minor issues, absolutely understandable because he is working on this from New Zealand and that has a significant effect on how much of what is going on currently he can access unfiltered. Additionally, he is at a disadvantage in that he will not have an American's depth of knowledge of our culture and history to be as agile as we in bringing that to bear on deciphering what MEQ is decoding. He is doing all the heavy lifting in this regard.
Not enough kudos exist to express the debt we owe for what he has accomplished... and in some ways I am just now getting a sense of the true measure of the genius of Q and the plan.
