No they don't decide who gets power and who doesn't. They decide how much load Texas needs to shed to prevent a state wide blackout from happening. Also ERCOT doesn't control any policies, they take orders from the NERC, FERC, and the public utilities commission. ERCOT literally has no control over the different equipment that private energy companies has. Private energy companies had the equipment that failed, not Ercot. Like I said before please do research before lashing out.

Ercot doesn't provide or produce electricity. They literally just manage the grid and tell people what's going on. Power providers like Oncor choose where to cut off the power.
