As a General Contractor I have written a few of these letters to bonded subcontractors. I agree with everything the OP states. I just want to add:
1 Send a paper cc copy of your original to the surety. It is not required but it is the real power and in construction usually gets the problem resolved without the further steps.
2 I have never received a single dollar from a bonding company and do not know any other GCs that have. The real power is getting the surety company in the business of the bonded entity to change their behavior.
3 I am told when I bond myself that a bond is not insurance. That if anyone ever gets a judgement the bonding company can seek reimbursement from the bonded entity. Maybe a surety will one day own a beach house in Delaware and 1 large diamond.
