This solar storm is a very minor one. It shouldn't have any effect except maybe some auroras if you are a high latitude. This sort of thing typically happens many times a year.

Perhaps Durham has been waiting for the military to step up and have tribunals. So far the civilian courts and SCOTUS have refused to even hear the evidence.
All his work would be for naught unless he waited for the tribunals where he could get a real hearing.
