Diesel generators, can’t just have hospitals etc blacking out.
After that, critical infrastructure is always prioritized to be powered first, who decided banks are critical infrastructure? That’s an issue to take up with your local government.
My take on Q is that he/they are people that won’t get everything right down to the detail and are subject to mistakes or changes in the variables, but they have gotten a lot right, enough to keep me on the hook.
