He can’t. Insurrection act now requires congressional approval per the Defense Bill Trump vetoed- congress overrode the veto.
Doesn’t matter though. Insurrection act was just bait. He doesn’t need it.
He still can. Congress can say he can’t but he still can. Congress can’t unilaterally remove the rights and powers of the President just by surpassing the veto threshold. He controls the military just the same.

Keeping the peace is an executive power. The legislature has no peacekeeping/enforcement power.
Has it gone into effect yet? There's other laws in the US code that allow the president to take action with national guard and others, plus his state of emergency executive orders are still active.
I think that portion of the bill was unconstitutional. Congress only has the power to remove funding, not remove powers given by the Constitution, imho.
I might be wrong about that.
People can be arrested direct for pedophilia. No insurrection act needed.
Did trump sign it into law? Theres a new congress - they had to adjourn the one that passed it
