No Congress, no President Elect, no Vice President Elect.

Look up the 20th Amendment.

Look up the Presidential line of succession.

With no President Elect, and the current President's term ending, and also Nancy Pelosi and Chuck Grassley not being legally elected representatives, the order of succession indicates a President Mike Pompeo and Vice President Steven Mnuchin.
