I'm not a plane watcher, but i believe this a relatively common flying pattern. I've seen it before, but usually it is located near airports.
Near airports, you're right. Out in the middle of the ocean, outside of ATC control? Nope. Not normal unless they are looking for a sub, but in that case, it'd be continuous loops, not a single one.

E6 Mercurys are electronic warfare planes - signals collection and tactical jamming.
They don't do either of those missions. They are message aircraft on many frequencies, but they are not equipped for signals collection, meaning SIGINT. And the Navy's jammers are F/A-18G Growlers.

No, they are the survivable communications link between the Joint Chiefs of Staff (JCS) and the ballistic submarines. They also have the Looking Glass mission. They fly a racetrack pattern when they transmit VLF, which they do all the time and always over water because of the power of the transmitter.

The E-6B is stuffed with comms equipment from behind the cockpit to the end of the internal fuselage. No room for equipment like that. Also has two lower lobes, but they too carry avionics, storage for crew gear, and the APU (auxiliary power unit).

TAHA73 entered a holding pattern (likely at a known GPS fix) and then continued, nothing abnormal in aviation. Holding patterns are commonly used for spacing/Wx/sequencing by ATC, and military pilots tend to do them more often for training purposes (they aren't paying for the extra fuel/time). That's a textbook pattern.
