Enlisted are supposed to salute first, then the officer (or in this case Biden) returns the salute. Marines didn't salute so no return salute was required from Biden. Case closed.
Not cased closed. The fact that they didn't salute was either a serious breech of protocol, or biden isn't really C.I.C.
