This is retarded. This video doesn't prove anything. It's obvious the two shots were taken at different angles (almost a 90 degree difference). Plus the camera is using a long focal length which provides a very narrow angle of view.

I think the inauguration was actually done at the capitol. If you compare the pic you posted with the many inauguration videos you can easily see it's the capitol. The lower part of the windows seem to be boarded up from the Jan. 6 event, and the green parts of the pillars are repainted white.
