DeSantis or any other governor knows NOTHING about any plan... at least no more than we know. His ordering troops back does not indicate one way or another about who ordered them there. It does tell us that there is nothing keeping them there so whatever the purpose was for all those troops, it has been served. Maybe just protect Joe. Maybe something else. Maybe both.
