I noticed that too. Some shots there's bright sunshine, others are overcast.

When Gaga starts to sing the official video switches to a shot that shows a bright, partly cloudy sky behind the capitol building. In the amateur's video we get glimpses of total cloud cover behind the building.

I swear I was up at 4am watching a guy live stream outside the inauguration. I was tired and he seemed like he was gonna sleep but the weather seemed pretty gloomy and completely overcast. I’m not an expert on DC weather but to say that cleared out by then seemed odd. But what gets me is the lighting for the event is... really dramatic? Something just seemed so weird
