"The Dorsett seal may be counted as either the immediate predecessor or the earliest example of the seal of the President of the United States."
"There would have been no point or purpose in Washington's having a seal such as the Dorsett seal until he became President. Thus presumably it was cut after his inauguration in 1789. While he occupied that office it would have been a fitting symbol, as the President's seal is today. The transfer of the arrows, with their military significance, to the eagle's right talon would have been peculiarly appropriate for President Washington, who had previously won fame as Commander in Chief. the last sentence says it all .../!
Me sat here in England in an area called Dorset, where sometimes we get seals along the coast makes this very confusing!
Another interesting thing I found out about the dorsett seal, is that ther words "E PLURIBUS UNUM" is backwards because dies are etched in reverse.(MIRROR) And that The Dorsett Seal Die surfaced in 1894(move the numbers a bit--> 1984 book)
This. Its got the star and the banner goes down through the beak, everything else is basically the current seal.
The current Seal of the POTUS has a pointy shield. Trump's new office also has the pointy shield (top and bottom). It's about as far off from the Dorsett shield as a shield can be.

Not buying that it is him. He would never use the term FORMER.
I understand the symbolism except the three stars at the bottom. Anyone?
Not sure yet, but if we count the stars in the circle plus the ones down, and the eagle that is pratically in a star position(you can easily drawn a star using each extremities of the figure), we have 17 stars.
Edit: typo
edit maybe im a retard. There are 6 points...
There are 6 points, but I don't count the tail as an extremity since if would be behind (if it wasn't a flat image), I count arms(wings) head and legs(talons). You can easily drawn a star with them.
Not saying that this is what it means, but there could be a possibility.
oi... blind much???? the three stars on the bottom make it a totally different seal... otherwise itd e a copywrite issue
A mystery has been reawakened by the discovery of...other dies identical to the Dorsett Seal die that may have belonged to George Washington
