There is a civil war going on, waged by the government on dutch civil rights, and it is necessary to make a note of the following:
a. Parliament has agreed to the law Temporary measures covid-19, which allows the executive, the Cabinet, and more particular, the Minister of Health, to impose all kinds of measures he thinks will "help" in curtailing the spread of covid.
b. The Curfew is not based on this law, but on national emergency exemptions. These only apply during war-time.
c. According to international law, meaning, the EU constitution, no enumerated right may be explained in such a way as to granting the government the right to curtail these as an objective.
d. Because all measures are clothed in language pertaining to curtailing the spread of a virus (actually meaning sarscov-2, and the causality has not been proven) the government effectively skirts around the under c mentioned predicament.
e. the lower courts have tried very hard to not discuss this issue under the guise of latitude, meaning, the government must have latitude to take measure to impede the spread. It is not expected the higher courts will consider the issue, unless a monetary value is involved. Meaning, if and when citations and tickets are being appealed.
Conclusion: This is a total setup to achieve to goals. One: to discredit the genuine protests, and to justify the imposition of harsher measures.
