"Who benefits?" Is usually enough to figure out what's going on.
I employ a very simple question:
Who does what where when against which costs and benefits and how are these distributed.
And to make it really forensic: what docs exists to support the answers.
Funny, that used to be journalism 101. We learned it in high school.
