Not totally convinced that's real....it contains multiple grammatical errors:
-- "it's" when it should be "its" (twice)
-- "except" when it should be "accept"
Pet peeve of mine, can't help it, it's like fingernails scraping a chalkboard. You'd think a legit legal document, especially one that short, would not contain any such errors.
Considering Clinton’s impeachment hinges on the definition of “is”, I would agree that any spelling error makes a doc of this importance null and void or fake.
There is always one in the group! But in situations like this it is a handy skill to have.

Yes, it's pretty clear from very basic search that Roger A. Moore renamed himself Raaj Rafa-El (taking an angel's name) as part of a multiyear attempt, constantly rejected as frivolous, to free himself from the perceived US corporation.
I cannot confirm that anyone has ever gotten this right; about the only hope for the theory to have any standing is if there is a sufficiently powerful group that is willing to publish and explain it. There is evidence that some legal theories can be pursued that do have beneficial effects for individuals, but they require more research and credibility (not credulosity) than this filing shows. The only version of the theory that we the people will have near opportunity to ratify is the version the US military decides on when they're done with their work in DC.
