Think bigger. At this point the moon is probably a third hallow, which is why the tides are not near as extreame as they were when I was a kid. But there is more...
I admittedly don't know too much about this topic specifically, however I'd presume that 'hollow'might be an oversimplification & might be referencing elaborate tunnel-systems (due to any or all like mining, natural caves, underground habitats, etc...) throughout the crust of the moon.
Large-scale mining of Helium-3 on the moon would be the most practical method of fueling interplanetary travel & powering orbital or extraplanetory settlements with fission reactors. Because despite the moon having miniscule amounts of H-3 it still has considerably more than can be found on Earth & would be the most viable source of H-3 until we developed facilities to extract it from the system's gas giants.
Inport/ export; in this case export... something must be worth it there or they would not be fighting so hard for the media's version of mining rights. This is such an akward case, who gives a damb who has rights.... someone is pulling all their strings. I've been paying attention to details for over 20 years. Funny really. In actualitly it does not matter. Either our military contols Luna or others not from here do. Either way, we awake.
They haven't mined the moon. It's a spaceship, like the death star. That's why the death star looks like the moon, they are flaunting it.
That's why it's hollow and doesn't affect earth's gravity the way it should.
The crust isn't that deep and below it is insanely strong metal. That's why the craters are so shallow. Craters that wide on earth would be super deep.
The moon is what it is, but I do like your inquiry... My point, albeit not always cool.... is... that we exist at their right, but we want our right... and that is the real fight.
The people that said that, are long gone, but I was there when said, so I ask the question...
The problem isn't China, it is what's been their before us...
Tunnel warfare deep in the moooon.

It's always been hollow... https://en.wikipedia.org/wiki/Hollow_Moon

We are, but we didn't start it; "others" did. Mining rights outside our atmosphere are key.
