He’s talking about Peru. Peru famously reached the moon in the 1890s without any fanfare and they never stopped going to the moon ever since. They conduct a mission there about once every two years on average which means they’ve had approximately 65 missions there. With each mission they’ve been continually mining underground cities. It was the Peruvians who actually transported water to the moon. The inside of the moon is now permanently habitable thanks to the efforts of Peru with its own sewage and water systems. Water on the moon increases like bacteria when it comes into contact with the moons inner core so if you take 1 litre of water to the moon for example and pour it onto the street made of the inner core in the underground Peruvian base, the water will increase roughly 7fold so you end up with about 7 litres. Mind boggling. Anyway this has allowed Peru to create fully operative cities in the moon.
