There is no reason for the power-hungry Biden administration to want to avoid the VC-25 because it's one of the most powerful and capable machines of the US Air Force's VIP transport fleet, and its size and status alone screams "Legit POTUS".
I also hear that neither the C-32 nor VC-25 have actually squawked AF1 since the inauguration, instead squawking a hex code that they normally use for when they aren't carrying the President or Vice President.

The callsign "Air Force One" is automatically given to any plane in the United States Air Force fleet that POTUS (or AF2 for VPOTUS) steps on. If the Air Force had a little Cessna and POTUS got inside. THAT would get the callsign of AF1.
