The second thing seems to be that it is still possible Trump could prove election fraud. This impeachment is an attempt to preemptively stop him from exercising his remaining options regarding 2020.

He's listing the interferences after the respective elections. FISA did occur after but it was being used before. Mueller got started in 2017 to kill momentum for 2018 elections, and Trump's first impeachment was a way to fuck with his 2020 chances.
Of course with Q things are deliberately placed so perhaps that format was a hint while not giving it away at the time. Future proves past.
Third: It gives Republicans in the Senate a band-aid they can offer the American public after stabbing us in the back.
