According to documents filed by the Department of Justice and first obtained by Forbes, Signal’s encrypted messages can be intercepted from iPhone devices when those Apple devices are in a mode called “partial AFU,” which means “after first unlock.”
It says nothing about any vulnerability with Signal in general, nor does it talk about any vulnerability when the iPhone is not in the "partial AFU" mode (not sure if that mode can be turned off or not).
It also says nothing about Android operating systems. I'm gonna call this one, "Nothing to worry about for now if you are using an Android," and "Maybe fix this if you have an iPhone."
Intelligence personnel all use android phones, but they have been gone over with a fine tooth comb and they are VERY selective about what the allow onto which phone(i mean people are still connected to facebook in some way even after they have uninstalled the facebook app so.....)

Last 2 presidents (1 if you're only counting legitimate ones) used iphones
The phone they are usually seen using is unlikely to be the only phone they use, different phones for different uses..
