It's basically a summary someone posts at the end of a comment when their comment is a very long read.
You know a Lot of people won't read 15 paragraph comments so TL;DR is a way to ensure your message is read by more people to at least get the gist.
When I'm preased for time I'll read someone's TLDR and if I'm interested in their message I'll circle back to their entire comment to get a more detailed and nuanced understanding of their message.
