After rereading the quote, it could probably be taken either way but I'm not seeing her speaking for anyone else and that article was published on January 27, 2021 which makes me wonder (assuming you are correct) why hasn't she made statements for the other cabinet members yet (a job she is already supposedly doing)?
Also my theory is that Biden is run by a council, and she can't give any straight answers to the public because there are too many hands in the kitchen and she might not be privy to their whole operation.

This clip seems to be very much out of context. Is she referring to SOMEONE that violated Buyden's standards and expectations that works under her?? OR is she actually referring to Buyden? without seeing it the statement in context I won't jump to conclusions.
