I saw them both discussed in a post a day or two ago on here. Try a search of posts related to “logo”.

The top insignia is the logo from a company owned by a guy named "John Q. St. Clair" that has patented teleportation, time travel, etc.....

The second insignia is from the Northern Army of Virginia which Gen. Vallely identified has being collectively Q.

It appears as though the patents were applied for by St. Clair and then abandoned which makes them public domain. It also appears that he/she may have been a member of this Cyberops Army team.
