It's the crest for the United States Army Intelligence Support Activity (USAISA) aka The Army of Northern Virginia aka Cemetery Wind aka Torn Victor aka Task Force Orange. This is a group of around 800 JSOC specops forces including 1st Army SFOD-D (Delta), DEVGRU (SEAL Team 6) and booger eaters (cyber intel nerds) based at Fort Belvoir Virginia.

F me, i grew up in their backyard! I have fond memories of going to the PX and commissary there with my grandparents. Even did a bit of golf with my grandfather on the grounds.
I do know that cell service there is almost impossible to have with every phone ive tried to use within a mile of the base.
