If you're not familiar with smartphones, the top most row displays the system status of the smartphone, i.e. Connectivity, System Time and Battery Life. Immediately below that is where the app/browser content begins. In many cases, there is no clear delineation between the system info and the browser banner.
The 5:23 at the top of the OP's photo, which is clearly the time ON THEIR PHONE when they took the screenshot lol.

Got it, thank you. I do have a smart phone, but don’t do any web browsing on it as my eyesight needs at least an iPad sized device.
