This is not the sort of language Kissinger used so I don't buy it: if Janet Ossebaard used it in a video then she has lost credibility as far as I am concerned. Kissinger is an evil DS operative (or was), I don't believe he would say this in a speech, maybe in private to trusted people.
A suitable punishment for Kissinger or other Eugenicists would be to keep them artificially alive and use them as medical experiments.

Then, this strange: WHO Council on eugenics.
WHO rather uses phraseology, soft smug language, to hide their intentions, like: reproductive health. But eugenics? Brazen, no doubt, but I find this term to belong to the first half of the 20-iest century. Not 2019 or 2009.
Apart from a band with that name, I have yet to find something that looks like it.
I hope to pose this question of source to Janet Ossebaard. However, it seems, since her video series: Fall of the Cabal, she is off the radar.

while I think Janet is amazing, not sure I'm willing to vouch for 100% of what she says. I hope it's 100%, but many good people have argued that she's off the mark on certain matters
I want to say it's right around the 30 - 35 minute mark, in that area. I watched it a few days ago, capped it (usually cap things that stand out to me) and moved along. Sorry I can't be of more help than that.
