That's not a feedbag. That's a muzzle used to keep a horse from eating too much grass, which sort of makes it more akin to the face diapers that inhibit oxygen.
Does the butcher ask the cattle's permission to slaughter them ? Does the farmer ask permission to use roids or mones on their livestock ?
