While I haven't looked into it that thoroughly, doesn't the US constitution give the authority to the state legislatures on when and how to conduct elections in their state? If so, it would seem this bill is meaningless or unconstitutional.

Looked at them, still not understanding what you're getting at. A law passed by congress cannot go against the constitution, or if it does it should be able to be struct down as unconstitutional. If the US legislature wants to pass that law which is unconstitutional they must first amend the constitution. Thus HR1 seems as if it's unconstitutional. In order for it not to be unconstitutional they must first amend the constitution.
