Clearly you have never handled even a small boat, let alone a ship of any size. There are hundreds of square meters of ship above the water that are susceptible to the influence of even the slightest breeze, let alone an appreciable wind. Those tugboats aren’t there to power the ship along, they help overcome the effects of... wind and current.
The surface area above the waterline is referred to as freeboard and is a surface area that wind and water can act against like an actual physical sail. On a submarine the word sail (referencing the area sticking up that houses the masts and antennas) is actually affected by the wind (and water when submerged).
