Wife called the sheriff. Got a call back and we were told:

This is Edison (electric company) and they're taking pictures of every pole. The sheriff is getting a lot of calls about this creepy chopper but they assure us this is official business.

honestly - years ago I had a dream a chopper crashed on my property and I don't recall what happened next in the dream. Told my wife about it before we were married, now I think she gets more pissed about the choppers than I do.
