That makes sense, but what is the meaning of coats before declas without brackets, specifically referring to the coats part.

Strikes me as really weird why they would change out the uniform and the name they're using compared to the old one. Occupational camouflage pattern, what's that all about?

The symbolism is the rainbow (after flood) and Gods promise to never kill everyone via flood again.
The rainbow / coat of many colors is a reference to the 'rainbow body' or fully activated human.
Jesus acquired his rainbow body when he was 'transfigured' and shown bright as the sun, prior to his death and resurrection.
Some say its a symbol of enlightenment.
So even in this context, it makes perfect sense.
The world must be SHOWN (be enlightened to) the corruption before declas can safely occur!
