I think what Neon and OP are getting at it that the DS would try to shut down as much communication infrastructure as they possibly can, while claiming that a solar storm is the cause. There would not actually be such a storm.
They could easily launch an EMP over the middle of the country.
After what we've seen them do this past year i wouldn't put it past them.
