One must imagine there is a reason. Having the whole world masked would sure make it easy to sneak around or beat facial recognition software.
Similar situations with the lockdowns. Why didn't whitehats just prevent them entirely? They might have served some purpose for us as well. Preventing usual targets from being populated?
I have a feeling enforcing everyone to wear masks is to test out new facial recognition software that doesn't require your whole face. It sounds bizarre, but just recently Apple has been making improvements to their facial recognition systems to work with masks.
Disney world apparently just rolled this out at their entrance, where you don't have to take your mask off and they can still "facial recognize" you. May be on to something here.

Less air traffic may make it easier to keep targets from fleeing the country undetected as well.
Less crowds also means less soft targets for mass injuries/murder
