Hats off, MEQ. Massive decode. I've been through all of his vids regarding the Law of War Manual, but this one brings it all together. It's absolutely mindblowing.

That’s not what “State” means here. A “state” is any government. It has nothing to do with “the 50 states.”

Again, State in the manual refers to Country, not Tennessee, New York or California.
