Federal mail is transported in private vehicles all the time, cars, trucks and trailiers. They will be marked as official US Postal Service contractors, with a contract number. If they are running deliveries, they'll have safety markings. Otherwise, there are various marking requirements.
They won't have political stickers. The truck in this image is clearly not marked as a postal vehicle at all.
The most likely explanation is that this is a private vehicle whose operator is using official mail trays inappropriately. Many offices get their mail delivered in these types of containers, then turn around and return outgoing mail in the same containers.
It's not federal mail until it is postmarked and accepted for delivery.
I see "contracted" mail carriers all the time in outlying rural communities of Phoenix like Rio Verde. There will just be a dude in a pick up truck stuffing the fence rail of 50 mailboxes wearing shorts and a tank top.
