Based on what I know and what I can deduce I believe the way it works is, each ballet will be assigned an unique ID as a UV watermark, that is then placed on a blockchain run on quantum computer network. Instead of UV they could use a harmless radio-isotope to track its movement in real time.
So what is blockchain needed for? And why do you need a quantum computer?
I believe the ballots already have a unique number printed on them, seems no need to print another one.
My guess is that people are throwing around buzzwords that they have no idea what they mean but it sounds good.
The blockchain is a linked chain of data blocks which use cryptographic hashes such that it would be virtually impossible to change an entry already in the ledger (chain). Similar to you keeping your checkbook ledger using a permanent marker, eg. no erasing and changing.
If I remember correctly, the way it works is that it uses the hash of the previous block plus the data of the new block to come up with the hash of the new block. And it's cryptographically impossible to figure out what additional edits you'd need to make to a block, which includes the edits you're trying to make, in order for the block to hash to its current hash value.
There are two parts to this, very broadly. The first is the unique ID and the second is to make sure the unique ID is real, cannot be spoofed and cannot be tampered.
The second part is why you need a blockchain - to record the unique IDs (and its associated metadata - like location etc) in a place that is accessible but tamper proof.
Blockchain is a peer-to-peer storage technology, where in addition to the hash and the algorithmic signatures, the important aspect is that its distributed and stored on all the computers taking part in the network.
The QFS comes into picture because traditional blockchain can be manipulated by someone with computing power that is comparable to the entire blockchain network. A lot of us believe that CCP and CIA have large number of computers in the Three Gorges Dam and other areas in China where electricity is generated. Using these devices the [DS] controls the blockchain network of Bitcoin and other crypto, and can track these supposed anonymous transactions. I personally believe they even have the power to override the node consensus that is required for adding a new entry in the blockchain - essentially being able to control transactions.
By using quantum computers, you ensure that bad actors will not have enough computing power to do this, at least at the present.
So if there is any kind of watermarking, it needs to be similar to what I am describing, hence QFS Blockchain, to me, sounds more than just some buzzwords, but rather exactly what is essential to make it work.

And no need for a quantum computer as you don't need blockchain and thus you don't have to worry about someone having a massive set of nodes on the distributed ledger trying to get their fraudulent chain agreed upon as the valid chain.
