It can’t depend on just bad addresses, bad signatures, other administrative things can can be spun. They had to do something to also cover the possibility of mass importations of fake ballots.
Securing the ballots in the same manner as legal tender is the most obvious way. I can’t believe I didn’t put it together sooner. Until this is all over, we won’t know every detail.
The government never tells you all of the security features in new money, and I assume the same goes for ballots. And I would imagine they treat these features with as much secrecy as they do the formula for 100$ bills.
Even better, by leaking the wrong recipes, it would become much easier to identify bad actors within.
