As much I'd love to believe this, how could this disaster at border have happened, and is still happening, if Trump was in charge?

Not to be obtuse, but how do you know any of those problems are actually happening? You're hearing about them on the news, right?
The whole idea is this was orchestrated to wake people up to how they were lied to about Trump by the establishment.
