Wictor is a guy who does research and makes theories based on that research, no different from any anon. What makes him stand out is that he is very knowledgeable in military history and tactics, he appears to have studied these for most of his adult life. He is not a Q guy himself, but he has come to very similar conclusions to anons just by observing and studying Trump. He's never claimed to have inside information.

Your 2nd question is answered in the comments of 2nd thread that I linked. The existance and purpose of programs like Granite Shadow and Zodiac are publicly availably information, but the actual contents and details of the plans are tightly guarded secrets, even inside the military itself. What Wictor theorizes is that Trump prepared these plans to be activated, using the contingency of the virus wiping out the federal government as a cover story, as described in the Newsweek article that he linked. In reality, he was preparing for it to be crippled by a compromised election and the resultant belligerent administration.

As for McConnell and Pence...

I have no doubt that McConnell is a scumbag, but it is likely that he is playing a part to save himself. It is worth noting that despite all his bluster about how bad Trump is, he still voted to acquit him on both impeachments. Even before Trump, he spearheaded the blocking of Obama's SCOTUS and other judicial nominees, leaving them open for Trump to fill instead. These to me suggest that he is part of the plan at least to some degree, even if that participation is not necessarily whole-hearted.

Pence is a bit more complicated. We've all heard Lin Wood's accusations, but I have never heard any elaboration beyond those accusations. What I do know is that Trump put Pence in charge of overseeing the development of Space Force. If SF is as important to the plan as we think it is, there is no way that he would have let a traitor anywhere near it. Chris Miller seems to agree on this point.

As for what happened on the 6th, I believe that Pence "betraying" Trump was part of the script. If the plan is indeed to have the military remove the belligerent government and the whole Deep State that put it in place, as described in the Law of War vid that was stickied yesterday, then that would require the fraudulent election to be certified ("It takes more courage to do nothing" - Trump). In short, I think all of Trump's bluster about Pence's "betrayal" is an act, much like his spats with Jeff Sessions way back (feigning disorder ala Sun Tzu).

It is also worth noting, that after the certification, Pelosi called Pence to try to get him to invoke 25A on Trump. He left her on hold for half an hour and then dropped the call. Not something a genuine traitor would do.

This being said, I do disagree with Wictor on the point that Pence is involved in the operation at this point. I think his part is completed. When Trump returns, it will be with a new VP, most likely Michael Flynn if I had to take a guess.
