I think the deal should be that the aliens could treat most blue cities as an "all you can eat" buffet... This would increase the collective IQ of the whole planet as a result.
They should start with cities in California, which would cut down on the migration of those human locusts to other parts of the country - while they bring all of their stupidity with them.
