I think the two Carter created ... Dept of Energy and Dept of Education do more damage domestically than all of the others personally. They're all a mess of varying degrees, but the Dept of Education turned people away from understanding American History (which led to embracing socialism/communism), and the Department of Energy should be looked at as the "Department that retards any progress in energy so that the fucking petrodollar lives on and on and on ...".
The EPA drives me batshit crazy. Each state has its own environmental laws. Should two or more states have a problem with one another, they can arbitrate. You don't need a goddamn department with thousands of employees handling that shit ... we have frigging courts for that and we REALLY don't need some dipshit from, say, Vermont telling Wyoming how it needs to go about its business.
Actually, the EPA puts out it's federal regulations that each state must use to adopt its own regulations. The states have to have regulations at least as strong as the EPA's regulations. They can't be less stringent than the federal regulations, but they can be more stringent, as is the case in places like California. I'm an Environmental Scientist and used to work in a state regulatory agency. Basically, EPA comes out with the federal regulations which are used as the standard from which the states adopt their own regulations. Enforcement of these regulations is left up to the states. States get some federal money for their individual state regulatory agencies and the EPA can come in if we have a big arse environmental catastrophe like the Love Canal incident. So yeah, fuck 'em. We could do with a significantly reduced EPA.

There are good things Carter gave us : "Malaise speech + "wear a swetah at night"" = Good since it led to Reagan.
Department of Communist Education and Department of Regressive Energy Policy = Bad. Very very bad. Played a role in the shitshow we have now.
