I am still reluctant to accept this view as a given, though I do see the advantage of using quinine and vit C.

This recipe does NOT make homemade HCQ. To my knowledge, that's impossible.
Grapefruit and Lemon peels contain quinine in the pulpy white part of the peel. Quinine is found in other plants as well... but we are discussing this recipe. Boiling the peels extracts the quinine, which is very chemically similar to Chloroquine.
Quinine is: C20H24O2N2 Chloroquine is: C18H26CIN3
Both are commonly used as anti-malarial medicines as both have very similar properties.
The reason to boil the peels along with the tonic water is to extract the quinine from the fruit rind and concentrate the amount. With addition of honey and after refrigeration, it turns into a light syrup.
Now... the bad. Too much quinine (or Chloroquine) can lead to health problems, particularly liver problems. That's why you only need 1 tablespoon/day +/-. Question: What is the concentration of quinine in that tablespoon of homemade mixture? Answer: God knows... but we don't. You have to be careful with any thing homemade, because the dosage is never exactly known.
That's why I generally take Quercetin tablets instead (which has the same basic effect), so that I know the concentration and dosage. This other mixture I keep in the fridge as a booster. It also tastes really good in mixed drinks. For every day, I prefer Quercetin (which is C15H10O7). You'll notice that Quercetin is chemically similar to Quinine.
