Wrong, it was a pair of brothers in wisconsin who got busted running a massive THC cart empire who were using vitamin E oil as a liquidizer in their carts.
The company who made the liquidizer was marketing it as healthier because it contained vitamins not understanding that it would cause lipid pneumonia.
i don't remember the name of the company but you can find it all on the old reddit thread that talked about it. the company freaked out, pulled all their ads, and ghosted itself from the internet as fast as they could.
it was a US company who made it, they were just filling small dropper bottles with different "vitamin enhanced" liquidizers and the vitamin E oil was the one that caused all the problems.
I mean if you want to conclude that because the vitamin E oil came from a foreign company then you could, most of the vitamin and supplement ingredients come from non-domestic sources... but they weren't the ones selling it as a vitamin liquidizer for carts.

The two brothers who were making carts had people coming to them from all over the country buying rubbermaid totes full of finished carts. they had a bunch of people working for them constructing the fake packaging, filling the carts, loading the packaging and finishing them off for sale.
I used to make carts, i know exactly how they were doing it.
You go onto a site like dhgate and order trays of empty carts, and you order the flat packed packaging for the finished product.
the flat packed packaging shows up with all the printed boxes or foil pouches and stickers you need to make the finished product appear to be a safe and legal product that comes from a tested recreational sales operation.
they are counterfeit knockoffs
the most popular ones were mario carts, dank vapes, cereals, king pens, brass nuckles, cookies...
you could order them by the case... 100, 1,000, 10,000, the more you buy the cheaper they got per unit.
i liked the king pens, they looked more professional and were an easy sale.
i only made carts for a few weeks before the prices suddenly started dropping, pretty much overnight the carts went from 40-50 bucks, down to 25-30.
i knew right away that people were filling them with bullshit, because there's no way you can fill a cart with THC extract and sell it for 25 bucks and still make money.
thats when i sold all my packaging to someone and quit screwing with it...
i still have 3 flats of 510 threaded ccell carts that i use to make my own vape carts, enough to last me forever... but now that weed is rec legal where i live there's no use in trying to sell it. people don't trust vape carts unless they are coming from a shop where they know they are tested and legal.
if you have access to concentrates of any kind you can convert it into vape cart oil.
you'll need a digital hot plate (stirring one is best if you can afford it), a flat bottomed beaker, some terpenes, some sort of large needled syringe to inject it into the carts, and some empty ccell carts.
there's hundreds of videos out there showing you how to do it.
